Program Concepts
LHRP evaluates hospital performance along the quality and resource utilization information captured in the Leapfrog Hospital Survey. All hospitals that wish to participate in LHRP must submit a completed Leapfrog Hospital Survey according to the specified timeline: June 30 for initial results and December 31 for calendar-year results.
The measures from the Leapfrog Hospital Survey are scored in two categories: quality and resource use. Using a scoring methodology closely aligned with CMS’ value-based purchasing program, LHRP calculates a relative numerical score from 0 (lowest score) to 100 (highest score) for each measure that applies to a hospital. Scores are first combined into an overall quality score and an overall resource use score, then further combined to result in an overall value score.

The overall value score places hospitals into the Attainment category or the Improvement category. These categories are independent of one another and qualify hospitals for different types of recognition and rewards as determined by the local market payer administrating the LHRP.
