| Lilly Pads
There is no particular reason why a Leapfrog member could not serve on more than one Lily Pad. Nonetheless, recognizing that members do have "day jobs," it seems more likely that members will want to concentrate their participation on those Pads that most closely align with their individual interests. This arrangement is also more likely to offer a broader range of opportunities for members to contribute in ways they believe are more substantive. That having been said, members should not feel constrained to limit their participation to a single Pad:
The Board of Directors
Today, The Board of Directors, consists of leaders from members of The Leapfrog Group as well as representatives from other industry leading organizations and consumer groups. The U.S. Office of Personnel Management, the U.S. Department of Defense, and the Centers for Medicare and Medicaid Services, formerly the Health Care Financing Administration, also participate as liaisons. The Board consists of 13 representatives and 7 liaisons. The Board of Directors sets the overall direction of The Leapfrog Group, establishes purchasing principles, promulgates safety standards, and works to ensure Leapfrog's ongoing financial viability.
There is a Bullfrog or Chair of the Board. This individual is the primary spokesperson for The Leapfrog Group and the person who makes all executive decisions affecting the Group's finances and staff. A subset of the Board consisting of the current officers, immediate past Chair, and CEO comprise the Management Committee, which meets on a weekly basis and is responsible for the day-to-day operational needs of the organization. The staff of The Leapfrog Group is directly accountable to the Bullfrog and the other members of the Board of Directors.

Regional Lily Pad
As its name implies, the Regional Lily Pad consists of Leapfrog purchasers serving defined geographical areas. The areas are identified by the Governance Lily Pad and consist of major metropolitan areas. Typically, the members of the Regional Lily Pad will be leaders of Leapfrog's Regional Rollouts. They will help forge geographical alliances of purchasers and aid in the adoption of purchasing principles and safety standards with purchasers large and small in their areas. Regional members organize and act in ways consistent with The Leapfrog Group as a whole but are free to carry out activities appropriate to the unique characteristics of the areas served. Coordination and liaison with the overall Leapfrog Group, especially with the Governance Lily Pad, will be established.

Leaps and Measures Lily Pad
The Leaps and Measures Lily Pad is made up primarily of experts with clinical, academic and research backgrounds. These members evaluate and recommend new safety standards to the Governance Lily Pad, buttressing their evidentiary foundation where necessary. In addition, they evaluate and recommend appropriate modifications to existing standards.

Communications Lily Pad
The Leapfrog Group is anchored to the goal of supporting well-informed consumer healthcare choices. While there are many avenues to achieving this goal, one avenue relies heavily on strengthening the ability of consumers to discern and select safer, higher quality healthcare options. With this in mind, the Communications Lily Pad will consist of communications experts who will consult with the overall Leapfrog Group and help inform the Group's future direction and implementation plans.

Health Plan Lily Pad
The Health Plan Lily Pad, comprised of representatives from leading health plans, provides an avenue to exchange health plans' ideas about Leapfrog and discuss benefit structures, quality incentive and reward programs, and other efforts that support Leapfrog’s efforts. Health plan cooperation is an integral part of Leapfrog's success and this lily pad allows health plans to provide feedback about Leapfrog’s overall strategy specifically around Leapfrog's encouraged use of standard health plan contract language and standard Request For Information (RFI) questions.

Membership Lily Pad
The Membership Lily Pad is comprised of a broad cross-section of Leapfrog members who are charged with creating a membership structure for employer-purchaser and affiliate members that helps further Leapfrog's mission and brings clear value to members. This group helps define core member benefits, determine member dues and establish membership criteria for each type of member. Leapfrog looks to this group for insight and guidance for its future direction and planning.

Clinician Lily Pad
The Clinician Lily Pad houses a work group called the Clinician Advisory Group which consists of national clinician leaders from multiple medical societies and associations. The purpose of the group is to provide input on best-practice clinician engagement strategies and clinician education outreach.

Incentives and Rewards Lily Pad
This lily pad consists of a multi-stakeholder group of experts working to develop customizable financial incentive and reward models. These models are being developed for use by Leapfrog purchasers to help them fulfill their commitments to recognize and reward hospitals that implement Leapfrog's safety standards.
