Description:  The Oregon Coalition of Health Care Purchasers (OCHCP) is a non-profit organization that brings together Oregon and SW Washington’s public and private sector health care employers, unions, and association purchasers to create collaborative solutions to escalating health care costs. Presently representing about 420,000 commercially insured Oregonians, the OCHCP mission is to improve purchasers’ ability to contract for high quality and cost-effective health care for their employees or members through support, education, tools, quality improvement initiatives, and advocacy.

Why did your organization decide to apply to become a Leapfrog Regional Roll-Out leader?
The largest employer in Oregon, the Public Employees Benefits Board (PEBB), included quality measures in their RFP for health benefits for 2006. Leapfrog is one of the requirements for hospitals; however, a number of those hospitals fall outside the Portland MSA that has been targeted to date. Corrie Zenzola has done an outstanding job in getting hospital involvement in the Portland area; however, there is pushback from hospitals in locations where Intel does not have a substantial employee base. Consequently, we at the OCHCP believe that through the involvement of multiple purchasers there will be more of an incentive for hospitals outside the Portland metro area to participate in Leapfrog reporting.

Our goals are to initially focus on the hospitals along the I-5 corridor in Salem, Eugene and Medford where we have a substantial number of employees and to support Corrie’s efforts in the Portland MSA. Intel brings the large company name and OCHCP brings on-the-ground support with knowledge of the hospital systems.


In your view, what kind of impact has Leapfrog had on your market thus far?
Leapfrog participation in Oregon is fairly new (two years) and there are 15 hospitals in the Portland metro area reporting Leapfrog data. This has given us a benchmark for comparison in a very competitive market and has set the stage for hospitals outside the Portland metro area to participate.
