Dr. Chris Moore, MD

Professor of Emergency Medicine, Yale School of Medicine

Dr. Moore is a Professor of Emergency Medicine at Yale Medical School. His research has focused on point-of-care diagnostics, particularly point-of-care ultrasound and he has over 100 peer-reviewed publications. Following COVID, he became involved in the issue of emergency department boarding – the practice of holding patients admitted to the hospital in the emergency department which has emerged as a national public health concern. He served on several state-level task forces and was instrumental in passing the first law in the country to require hospitals to publicly report boarding metrics. He serves on the Board of the Connecticut College of Emergency Physicians.

Louis Calderon, MSN, RN, NE-BC

Director of Nursing, Mount Sinai Queens Emergency Department

Mr. Calderon has worked in the health care industry for over 25 years, and focuses on employee engagement through coaching and mentorship, increased patient safety, leveraged ED growth, and strengthened EMS and physician engagement. Prior to joining Mount Sinai, he has had experience working in various settings including Emergency Department, Express Care Unit, In-Patient Psychiatric Department, and roles in Quality and Regulatory Affairs. Mr. Calderon began his nursing career at Mount Sinai West (then known as Roosevelt Hospital). He has worked in various healthcare institutions, including large Level 1 Trauma Centers and smaller community hospitals, where he held numerous leadership roles. Louis started his health care career working for NYC EMS and provided life-saving services, including on 9/11. Louis earned a Bachelor of Science in Nursing from SUNY Delhi where he graduated magna cum laude. Louis also obtained his Master of Science Nursing degree with a 4.0 GPA. Louis is a Board Certified Nursing Executive (NE-BC). Louis is also a member of the Emergency Nurses Association (ENA), the New York Organization for Nursing Leadership (NYONL), the American Nurses Association (ANA), and Sigma Theta Tau (Sigma) honor society.

Karen Cosby, MD, FACEP, CPPS

Medical Officer, Agency for Healthcare Research and Quality (AHRQ)

Karen Cosby, MD,  is Associate Professor of Emergency Medicine at Rush University/Cook County Health (retired) where she led departmental and hospital wide Quality and Oversight divisions for nearly thirty years, focusing her administrative and academic work on better understanding medical error and developing system solutions to improve patient safety. In her role as a clinician educator, she has been a trail blazer in early efforts to establish point of care ultrasound as an essential clinician bedside skill, led education efforts in establishing training credentials for the field, established an ultrasound fellowship, and authored two early textbooks on Emergency Ultrasound. Apart from her clinical work, she directed the Diagnostic Excellence Initiative for the Moore Foundation, where she developed a portfolio of clinical quality measures for diagnostic excellence and created several fellowship programs in diagnostic excellence.  Most recently, she worked with the Agency for Healthcare Research and Quality to develop a strategic vision for their focus on diagnostic safety and quality. She serves as an advisor for the Battelle Partnership for Quality Measurement as well as the Coordinating Center for Diagnostic Excellence. She remains active in the field as an author and speaker.

Rebekah Heckmann, MD, MPH, MD, MBA

Assistant Professor of Emergency Medicine & Anesthesiology, Yale School of Medicine

Rebekah Heckmann, MD, MPH, MPA, is an interventional pain physician who has a special interest in treating individuals with peripheral nerve pain and joint pain, in addition to providing care to patients with substance use disorders. She derives great satisfaction from understanding the role that chronic pain plays in patients’ lives and developing tailored treatment plans based on each patient’s individual goals. Dr. Heckmann completed her residency in emergency medicine and served as chief resident at the University of Washington before pursuing a health policy research fellowship at Brigham and Women’s Hospital. She completed a second fellowship in interventional pain medicine at the University of Michigan and is board-certified in emergency medicine, addiction medicine, and pain medicine. In addition to providing care as an interventional pain physician, Dr. Heckmann is an active researcher who focuses her investigative activities on using quantitative social science methods to design and advocate for evidence-based health policy. She holds degrees in public health from Johns Hopkins University and Columbia University’s Mailman School of Public Health, in addition to a degree in public administration from Harvard University’s Kennedy School of Government.
