CMS ASCQR Measures in Leapfrog's ASC Public Reporting Program
Enhancing Consumer Access to Quality Data
Leapfrog will score and publicly report 13 measures from the CMS Ambulatory Surgery Center Quality Reporting (ASCQR) Program for all ASCs on its public reporting website, regardless of their participation in the Leapfrog ASC Survey 2.0. This initiative addresses a critical gap in healthcare transparency: while CMS makes ASCQR data available through its Provider Data Catalog, that catalog is not searchable or usable by consumers and offers no ability to compare facilities side-by-side.
Leapfrog will download the CMS data from the CMS provider data catalog on the dates indicated on the Key Dates and Deadlines webpage.
Eligibility
All ASCs that report to CMS and have data publicly available for at least one of the ASC 1-4 measures will be eligible to have their data scored and publicly reported.
Nine Outcome Measures
The program includes nine (9) outcome measures:
- ASC-1 Burns prior to discharge
- ASC-2 Falls within the ASC
- ASC-3 Wrong site, side, patient, procedure, or implant
- ASC-4 Transfers or admissions to hospital upon discharge
- ASC-12 Unplanned hospital visits after outpatient colonoscopy
- ASC-14 Unplanned additional eye surgery after cataract surgery
- ASC-17 Hospital visits after orthopedic procedures
- ASC-18 Hospital visits after urology procedures
- ASC-19 Unplanned hospital visits after general procedures
Four Patient Experience Domains
Additionally, the program includes four (4) patient experience domains from the OAS CAHPS survey:
- Facilities and Staff
- Communication About Your Procedure
- Patient's Rating of the Facility
- Patients Recommending the Facility
Scoring and Public Reporting
ASCs will be scored using benchmarks established in previous years of the Leapfrog ASC Survey, with results publicly reported on a four-level scale ranging from "Achieved the Standard" (best score) to "Limited Achievement" (worst score). Visitors to Leapfrog's website can select up to three facilities to compare side-by-side, making informed decision-making significantly easier for patients and purchasers.
